The bill would require that birth, death and marriage certificates issued in Wales be bilingual in English and Welsh. It also creates arrangements for bilingual birth certificates in England if either parent named on the certificate is Welsh-speaking, and bilingual death certificates in England if the deceased lived in Wales or was a Welsh speaker.
