The Local Authorities (Overview and Scrutiny) Bill would give local authority scrutiny committees more power by letting them scrutinise a wider range of external bodies, once those bodies are designated in regulations. It allows scrutiny of activities by these external bodies that affect local public services, and lets executive councillors sit on scrutiny committees when the topic involves external bodies. It also requires local authorities to provide sufficient resources to scrutiny officers to carry out their role.
The bill is currently at Report stage in the House of Commons, after passing through the earlier stages (First and Second Readings, Money Resolution and Committee stage).
