The Bill has two key areas: to place a sufficiency duty on local authorities to ensure that there are enough social care services to support carers and disabled people, in particular to aid them to enter or remain in the labour market, or undertake work-related education or training; to help ensure the early identification of carers by schools, and further and higher education institutions.Health bodies would have to ensure that effective procedures to identify carers and potential carers were in place, and ensure that carers received appropriate information and advice, and relevant medical services.
