A Bill to make provision about the duties of local authorities in relation to the sufficiency of provision of social care and related support; to make provision about the duties of health bodies in England in relation to the identification and support of carers; to make provision in relation to the responsibilities of local authorities, schools and higher and further education organisations for the needs of young carers and their families; and for connected purposes.
The Bill has two key areas: to place a sufficiency duty on local authorities to ensure that there are enough social care services to support carers and disabled people, in particular to aid them to enter or remain in the labour market, or undertake work-related education or training; to help ensure the early identification of carers by schools, and further and higher education institutions.Health bodies would have to ensure that effective procedures to identify carers and potential carers were in place, and ensure that carers received appropriate information and advice, and relevant medical services.

This Bill would require local authorities to ensure there are enough social care services to support carers and disabled people, helping them to enter or stay in work or undertake training. It would also require schools and further/higher education providers to identify carers early, and for health bodies in England to have procedures to identify carers and provide information, advice and relevant medical services.
The Bill is currently at the 2nd reading in the House of Commons. If it progresses, it would move on to further stages such as committee consideration and then report stage and third reading.
