This bill would force football clubs in England and Scotland’s top four leagues to publish who truly owns the club, who owns the stadium and training ground, and who has any rights to the club’s intellectual property or to players through third‑party stakes. It would also require a full list of the club’s creditors and ensure that, if a club enters administration, all creditors are paid equally.
