A Bill to amend Schedule 5 of the Scotland Act 1998 to exclude from the reservations certain provisions relating to parking; and for connected purposes.
House of Commons
30 March 2015
This bill would change Schedule 5 of the Scotland Act 1998 to remove certain parking provisions from the list of reserved matters. In effect, it would devolve those parking rules to the Scottish Parliament, giving Scotland more control over parking policy, with the rest of devolution remaining unchanged. It is a constitutional measure aimed at clarifying which laws about parking can be made in Scotland.
The bill is at the 2nd Reading stage in the Commons. If it progresses, it would move to committee stage for detailed examination, then to further readings and eventually consideration by the Lords.
Generated 21 February 2026
