It would require landlords to provide energy performance certificates (EPCs) to prospective tenants and establish minimum energy efficiency standards for letting HMOs, with the Secretary of State able to make further regulations on related matters. The aim is to improve energy efficiency in shared housing and give tenants clearer information about energy use.
