The Bill aims to create a new set of council tax valuation bands to apply to dwellings bought or sold after 1 April 2000. In the Lords’ Committee stage, peers moved to narrow the scope to England only and debated shifting the power to establish bands from central government to local authorities, but most proposed changes were not carried through at this stage. The result so far is partial narrowing of scope with ongoing discussion about who should set the bands and when they would apply.
The Bill is at Committee stage in the Lords (as of 22 April 2016). One substantive amendment narrowing scope was agreed, while other proposed changes were not moved or were withdrawn, so the core structure remains under discussion and moves to further readings.
