The Budget Responsibility and National Audit (Fiscal Mandate) Bill would amend the Budget Responsibility and National Audit Act 2011 to set out a fiscal mandate and strengthen budget oversight. It aims to govern how the government plans, spends and reports on public money, with oversight by the National Audit Office. The bill is currently at the Lords' second reading and has a long parliamentary history dating back to 2016.
The bill remains at the Lords' 2nd reading stage, with a long-standing history since its introduction in 2016 and no further stages listed in this record.
Two amendments in committee on 4 September 2024 were defeated by large margins (Amendment 2: 73 Aye, 375 No; Amendment 9: 109 Aye, 366 No). A broad split saw smaller parties back the amendments while Labour (Co-op) and other major parties opposed.
