A Bill to require the holding of a referendum to endorse the United Kingdom and Gibraltar exit package proposed by HM Government for withdrawal from the EU, or to decide to remain a member, prior to the UK giving notice under Article 50 of the Treaty on European Union; and for connected purposes.
House of Commons
28 April 2017
This Bill would require a public referendum on whether the UK should leave the EU and on the government's proposed withdrawal terms, and that referendum must take place before the UK can trigger Article 50. Voters would choose between endorsing the exit package or remaining in the EU. If the referendum votes to remain, no withdrawal notice would be issued; if it votes to leave, the government would implement the approved exit terms for the UK and Gibraltar.
The bill is at the 2nd reading in the Commons. It has not yet progressed to later stages and would need to pass further readings and committee scrutiny to become law.
Generated 21 February 2026
The order for the bill’s second reading was read and discharged on 19 January 2017 but had been rescheduled for Friday 12 May 2017.
However, as a General Election has now been called and Parliament will be dissolved from 3 May 2017, the Bill falls and no further action will be taken.
No recorded votes for this bill yet.
