A Bill to amend the House of Lords Act 1999 to remove the by-election system for the election of hereditary peers; to provide for the exclusion of hereditary peers from the House of Lords over time; and for connected purposes.
House of Commons
28 April 2017
This Bill would change how hereditary peers are treated in the House of Lords. It would end the by-election process used to fill vacancies for hereditary peers and set out a timetable to gradually exclude hereditary peers from membership over time, moving the Lords toward a body made up mainly of life peers and non-hereditary members.
The Bill is currently at the 2nd Reading in the House of Commons. It originated in the Commons and will need to pass through further stages in both Houses before becoming law.
Generated 21 February 2026
This Bill was expected to have its second reading debate on Friday 12 May 2017.
However, as a General Election has now been called and Parliament will be dissolved from 3 May 2017, the Bill falls and no further action will be taken.
