The Local Government Finance Bill would create new powers for English local authorities to raise money for economic development through levies on non-domestic ratepayers and on property interests within Business Improvement Districts. It also updates the non-domestic rating framework by amending the Local Government Finance Act 1992 (Chapter 4ZA) to enable these levies and related purposes.
