A Bill to enable persons in England to withhold consent for organ donation and transplantation; and for connected purposes.
House of Commons
23 March 2017
The Organ Donation (Deemed Consent) Bill would allow people in England to opt out of organ donation under the current deemed‑consent framework. It would set out how someone can register an opt-out, keep it up to date, and how hospitals and transplant teams should treat that opt-out when considering donation.
The bill is at the 2nd reading in the House of Commons; after this stage it would move to Committee for detailed scrutiny and then follow with further readings if it progresses.
Generated 21 February 2026
This Bill has been withdrawn and will not progress any further.
The order for second reading was read and discharged on 22 March 2017 and the bill was subsequently withdrawn.
The Bill had its first reading on 16 January 2017 through the presentation procedure. The second reading was due to take place on Friday 24 March 2017 but the bill was withdrawn. If you require any further information about the Bill then please contact the sponsoring Member Paul Flynn.
