The Air Travel Organisers’ Licensing Act 2017 creates a licensing regime for air travel organisers to protect consumers buying package holidays, through the ATOL scheme and the Air Travel Trust. It aimed to extend protections further (for example to linked travel arrangements) and to assess how Brexit might affect consumer protection, but the proposed expansions and assessments were not adopted, and the Act became law in 2017.
The bill completed its passage and received Royal Assent on 16 November 2017, becoming law. Amendments proposed during its passage were largely withdrawn and did not change the final Act.
In the Commons, opposition parties supported the proposed amendments to widen protections, but government MPs voted them down, and all three recorded amendments were defeated during Committee/Report stages.
