This bill would change how long a criminal record can stay on a person’s record under the Rehabilitation of Offenders Act 1974. It would adjust when convictions become spent and what has to be disclosed in different situations. The aim is to support rehabilitation after punishment while keeping public safety in mind.
The bill is at the 2nd reading in the House of Lords, an early stage of scrutiny; if it passes this stage, it will proceed to Committee stage and then further readings before potentially moving to the House of Commons.
Generated 21 February 2026
