This bill would take away the central government's power to decide where new housing goes and who gets planning permission, and would give local authorities the power to set requirements on new developments in their area, including how much affordable and social housing must be built. It aims to put more housing decisions in local hands and tailor development to local needs.
The bill is currently at the second reading in the House of Commons after its first reading on 13 March 2018; it is in the early stages of its passage through Parliament.
Two Lords amendments in May 2016 were approved with a large majority (around 292 to 197/205). Conservative, DUP and Reform UK were recorded as supporting, while Labour and Liberal Democrats opposed, with other groups mixed.
