This Bill puts the EU Withdrawal Agreement into UK law and lays out the withdrawal arrangements and related measures. It also covers other provisions connected to leaving the EU and uses a special financial procedure (Ways and Means) to cover the costs of implementing the deal. The Bill began in the House of Commons and, after scrutiny, saw Lords amendments which the government repeatedly voted to disagree with.
The Bill has gone through the standard Commons stages and has been scrutinised by the Lords. The government opposed Lords amendments in several divisions and the bill is currently at the Ways and Means stage in the Commons.
In key divisions on Lords amendments, the government won the votes (e.g., around 349–246, 342–254, 348–246, 338–252). The Third Reading passed 330–231. Committee of the Whole House new clauses were defeated by large margins (roughly 250–345). Overall, the government generally prevailed in these divisions, with opposition parties voting against the government’s moves on many amendments.
