This Bill would extend the Network Management Duty of local highways authorities under the Traffic Management Act 2004. It would require local highway authorities to: Minimise any congestion caused by collisions and other incidents on the highway Ensure that such incidents were managed and cleared expeditiously Make an annual report of such incidents, including the measures the authority took to mitigate them.

The Road Traffic (Congestion Reduction) Bill would require local highway authorities and police forces to act to minimise congestion caused by road collisions and other incidents on the highway. It would extend the Network Management Duty under the Traffic Management Act 2004, obliging authorities to manage incidents promptly and to report annually on their measures to reduce delays.
