The bill would change how the Leader of the House of Commons is chosen. It would require the Prime Minister to nominate as Leader only a sitting MP from the governing party who has been elected through an election process that all MPs can take part in. In effect, the Leader of the House would have to be from the governing party and chosen by a broad, inclusive vote.
