This bill would change the House of Lords Act 1999 to abolish the system that allows by-elections to fill vacancies among hereditary peers. If enacted, when a hereditary peer’s seat becomes vacant, it would not be filled, so the number of hereditary peers in the Lords would gradually fall over time. The bill does not affect life peers or bishops who sit in the Lords.
The bill is currently at the second reading in the House of Commons. If it progresses, it would move to the committee stage, then further readings, before potential passage to the Lords.
