This Bill would require the Chancellor to report to Parliament on how the Barnett Formula could be replaced with a statutory, needs-based system for allocating public spending to Scotland, Wales and Northern Ireland. It does not itself create the replacement, but sets out a process for assessing and reporting proposals and related changes.
