The bill requires a minister to make an oral statement to Parliament if a contract awarded under emergency statutory powers goes to a person, or to a company, in which the minister has a personal, political or financial interest. It is designed to improve transparency and accountability in defence-related procurement carried out under emergency powers.
The bill is currently at the second reading in the House of Commons. If progressed, it would move through the usual stages (committee, report stage, third reading) before going to the Lords.
