This Bill would introduce a formal framework for extended collective licensing (ECL) covering copyright and performers’ rights. It would let designated licensing organisations license on behalf of groups of rights holders who are hard to contact or not part of a rights-management scheme, for a range of uses including digitisation and online/public display. It would set out how licences are issued, how royalties are collected and shared, and provide safeguards such as opt-out rights and review procedures.
