The Certificate of Loss Bill would allow mothers who miscarry or have a still-born child to receive a formal certificate even when the child isn’t registered under the Births and Deaths Registration Act 1953. It would also create a dedicated database to archive these certificates and to record information about the miscarriage or still-born birth. The aim is to provide recognition and a tangible record for families, while supporting related administrative purposes.
