The Seat Belts (Penalty Points) Bill would change the law so that not wearing a seat belt when driving or riding in a vehicle on a public road becomes an offence that can carry penalty points on a person’s driving licence. It would apply to drivers and passengers, and includes related provisions to support enforcement and compliance. The bill is currently at the first reading in the House of Commons.
