Renters (Reform) Bill would overhaul private renting by ending the standard fixed-term tenancy model (including assured shorthold tenancies) and introducing a new tenancy framework. It would place new duties on landlords and others involved with rented homes, including those providing temporary and supported accommodation, with the aim of tightening protections for renters.
The bill is currently in the Lords (second reading). It has moved from the Commons and, during Report Stage on 24 April 2024, two new clauses were approved and one amendment was defeated.
In three Report Stage votes on 24 April 2024, Amendment 28 was rejected (158 Aye, 282 No); New Clause 30 passed (287 Aye, 144 No); New Clause 15 passed (283 Aye, 143 No). Across parties, Liberal Democrats voted in favour of all three measures, Labour (Co‑op) largely opposed, with Conservatives split.
