The bill would require councils to designate high streets in their area—and even treat a network of streets as a single high street if desired—then regularly review their condition and publish plans to improve them. It introduces flexibility by expanding how many streets can be designated, and by allowing more than one improvement plan review within a 5-year period; in the Lords there is a proposed clause to remove permitted development rights on designated high streets, which would limit certain changes without planning permission.
The bill originated in the Commons, where it passed Committee and Third Reading with amendments, and has moved to the Lords. It is at the Lords stage, with the 2nd Reading held on 17 May 2024; further Lords scrutiny and potential amendments follow.
