A Bill to exclude requirements relating to National Health Services procurement, delivery or commissioning from international trade agreements; to require the consent of the House of Commons and the devolved legislatures to international trade agreements insofar as they relate to the National Health Services of England, Scotland and Wales and Health and Social Care in Northern Ireland; and for connected purposes.

This bill would exclude the National Health Service’s procurement, delivery and commissioning from international trade agreements. It would also require consent from MPs in the House of Commons and from the devolved legislatures for any trade deal that affects the NHS or health and social care in Northern Ireland. In short, it aims to shield NHS services from being governed by overseas trade rules.
The bill is currently at the second reading in the House of Commons. If it progresses, it will move to committee stage and then to further readings, before potentially going to the Lords for consideration.
Generated 21 February 2026
The next stage for this Bill, Second reading, is scheduled to take place on Friday 15 May 2026 although at the moment that is not scheduled to be a sitting day in the House of Commons.
This is a Private Members' Bill and was presented to Parliament on Tuesday 22 October 2024.
