A Bill to provide that a draft statutory instrument which is subject to the affirmative resolution procedure may be amended by either House of Parliament before it is approved; and for connected purposes.
This bill would let either House of Parliament amend a draft statutory instrument that is being considered under the affirmative resolution procedure before it is finally approved. In other words, MPs and Lords could suggest changes to the draft regulation during its pre-approval stage. It does not remove the requirement that the instrument must be approved before it becomes law.
The bill is at its 2nd reading in the Commons. If it progresses, it will move to Committee Stage, then Report Stage and Third Reading, before moving to the Lords.
Generated 21 February 2026
The next stage for this Bill, Second reading, is scheduled to take place on Friday 20 March 2026, although the House of Commons is not expected to be sitting on that date.
This is a Private Members' Bill and was presented to Parliament on Monday 21 October 2024.
