This Bill would allow a draft statutory instrument that uses the affirmative resolution procedure to be amended by either House of Parliament before it is approved. In practice, MPs or Lords could suggest changes to the instrument while it is still a draft, before it becomes law. It relates to and would modify how statutory instruments are shaped under the Statutory Instruments Act 1946 and for related purposes.
The bill is currently at the 2nd reading in the House of Commons, after its first reading on 21 October 2024. If it progresses, it will move to Committee stage and then further readings in due course.

The 2024-2026 session of Parliament has come to an end so the House of Commons is now prorogued until the next session begins on 13 May 2026. Prorogation is the formal end to the parliamentary year.
This Bill will therefore make no further progress.
