A Bill to require a Regulatory Impact Assessment to be published for all primary and secondary legislation introduced by the Government; to make provision for associated sanctions; and for connected purposes.
House of Commons
Sir Christopher ChopeConservative
14 January 2026
The bill would require the government to publish a Regulatory Impact Assessment (RIA) for every piece of primary or secondary legislation it introduces. It also creates sanctions if an RIA is not published and includes related provisions to define the scope and purpose of RIAs. The aim is to make the potential costs and effects of new laws clearer to Parliament and the public before they are debated.
Currently at the second reading in the House of Commons. If it progresses, it would move to later stages such as committee, report, and third reading.
Generated 21 February 2026
The next stage for this Bill, Second reading, is scheduled to take place on Friday 16 January 2026, although the House of Commons is not expected to be sitting on that date.
This is a Private Members' Bill and was presented to Parliament on Monday 21 October 2024.
