The Railways Bill would create a new publicly owned body, Great British Railways (GBR), to own and run the railway network, plan passenger services and set fares, with five-year funding cycles and independent oversight by the regulator (the ORR). It also opens the door to more local involvement through mayors and local authorities and sets duties aimed at growing both passenger and freight traffic, while aiming for higher standards of service. The bill is currently at Report Stage in the Commons after seven Committee scrutiny sessions that debated a wide range of amendments, mostly from the opposition side.
The bill has completed its Committee stages in the Commons, during which around 40 amendments (mostly from Conservative MPs) were debated and most were defeated on division. It has moved to the Report Stage for further consideration of policy issues such as competition, pricing, governance and local devolution.
