The bill would require planning authorities to hold a local referendum before considering planning permission for new large-scale waste recovery or disposal facilities that would handle waste from more than one county. If the referendum shows local opposition, planning permission must not be granted by the planning authority or by the Secretary of State. It aims to give local communities a direct say on cross-county waste projects.
