To repeal sections 132 to 138 of the Serious Organised Crime and Police Act 2005; and for connected purposes.
House of Lords
2 May 2012
This bill would repeal the parts of the Serious Organised Crime and Police Act 2005 that require authorisation for demonstrations near Parliament. In effect, protests in the Parliament vicinity would no longer need a police permit under that act; protest rights would be governed by general law instead. The aim is to simplify and modernise protest rules around Parliament while keeping other laws against crime or disruption in place.
The bill is currently at the Lords' second reading; if it progresses, it would move to committee stage and then further readings as it passes through Parliament.
Generated 21 February 2026
During second reading of the Bill on 10 June, a wide-ranging discussion took place on issues including the status of Parliament Square as a part of a world heritage site and protecting the right for people to demonstrate.
The 2010-12 session of parliament has prorogued and this Bill will make no further progress.
