This Bill would stop the losing party in a civil case from having to pay back certain legal costs, specifically the success fees charged under conditional fee arrangements and the premiums for after-the-event insurance. It would also allow damages-based agreements, i.e. contingency-style fees for lawyers in successful civil cases. In short, it changes how civil litigation costs are recovered and how lawyers can be paid.
