The bill would cap certain consumer credit costs and charges, and raise funds for debt advice by levying credit and debit card providers. It would also give local authorities power to restrict where licensed consumer credit agencies can operate, ensure some financial products are available at Post Office branches, and include other rules on the regulation and availability of consumer credit advice.
