This Bill would let kinship carers—relatives or close friends who are raising a child—obtain parental responsibility by agreement, rather than going to court. It requires the Secretary of State to extend the existing system of parental responsibility agreements to kinship carers and to cover related purposes. In short, it aims to make it easier for kinship carers to have legal responsibility for the child without a court case.
The bill is in the 2nd reading stage in the House of Commons. It originated in the Commons and was first read in June 2011.
