This Bill would require that any proposal to create a fiscal union or similar eurozone-wide economic governance among eurozone member states can only proceed if approved by an Act of Parliament and by a UK public referendum, using the EU Act 2011 as the framework. It therefore emphasises domestic consent for major eurozone economic changes affecting the UK.
