The bill would require owners of electronic communications networks to allow other providers access to their physical infrastructure where this is needed to ensure broad, consistent network coverage. It would prevent charging above the standard market rate for such access and give the regulator power to penalise unreasonable refusals. It also includes measures to incentivise sharing so customers of one provider can use another provider’s network when direct access to the first provider’s apparatus isn’t possible.
